This PR includes an EIp about storage rent. I'm not sure who else should be added / wants to be added to the author-field, there were many people involved.

I read the eip and I don't get from reading if the ether should be burnt or transfered. Has that been thought about?

From the specification section:

The cost of storing an account over time is called rent. The amount of rent due depends
on the size of the account. The ether that is paid for rent is destroyed.

@axic No, I don't think so. This represents what we thought up back at devcon. It was one of the earlier versions of storage rent, which @AlexeyAkhunov has since brought a long way ahead.

Should this be merged with a Rejected status then (or Abandoned as per #2051)?

@holiman #2051 was merged, you can mark this Abandoned if you want it to be merged officially. If not, perhaps we should just close this PR.
