Description
- VSCode Version: 1.28.0 (and several previous versions) (user centric installation)
- OS Version: Windows 10 (1803)
Visual studio code fails to update every time, and is unable to be run until it is reinstalled. When it goes to update, I get the following error: "There was an error deleting a directory: /bin": The process cannot access the file because it is being used by another process.
The next dialog box told me to create a new issue with this log attached.

Steps to Reproduce:
- Wait for update to come out
- Restart VS Code and update
Does this issue occur when all extensions are disabled?: Yes/No
Happens with uninstalled/reinstalled VS Code
